LOUISA COUNTY WATER AUTHORITY – MANDATORY WATER RESTRICTIONS CONTINUE
LOUISA, VIRGINIA – Louisa County Water Authority Board of Directors approved mandatory restrictions at their October 11, 2017 meeting and the Louisa County Board of Supervisors declared an Emergency at their October 16, 2017 meeting. When the Board of Supervisors approved the Emergency Declaration, Louisa County Water Authority began implementing mandatory water restrictions that continue at this time.
Louisa County remains in Moderate Drought Conditions with Severe Drought Conditions northeast of the County. Months of dry conditions, with very little precipitation, have caused the Northeast Creek Reservoir level and the Zion Crossroads/Green Springs Well System levels to drop lower than normal levels for this time of year. Water conservation is always a preferred practice, but the continued dry weather requires mandatory restrictions be enacted. Louisa County Water Authority requested the Emergency Declaration from the Board of Supervisors to prevent shortages of safe potable drinking water for the County citizens.
“A combination of appreciable precipitation and a reduction of water use will enable Louisa County Water Authority to avoid implementing water rationing," Pam Baughman, LCWA General Manager.
Louisa County Water Authority is mandating the following restrictions for all of our customers:
1) NO WATERING of outside shrubbery, trees, lawns, grass, plants, home vegetable gardens, or any other vegetation, except from a watering can or other container not exceeding three (3) gallons in capacity. No sprinklers, irrigations systems or any other method of outside watering. The only exception is for commercial greenhouses or nursery stocks, which may be watered to preserve plant life before 7:00 am or after 8:00 pm.
2) NO WASHING of automobiles, trucks, trailers or any other type of mobile equipment, except at a licensed commercial car wash facility.
3) NO WASHING of sidewalks, streets, driveways, parking lots, service station aprons, exteriors of homes or apartments, commercial or industrial buildings or any other outdoor surface except where mandated by federal, state, or local law.
4) NO OPERATING of an ornamental fountain or other structure making a similar use of water.
5) NO FILLING of swimming or wading pools requiring more than five (5) gallons of water, or the refilling of swimming or wading pools which were drained after the effective date of the declaration of emergency. There are some exceptions to prevent structural damage. Please contact the LCWA business office for additional information.
6) NO FIREHYDRANT USE for any purpose other than the suppression of fires.
7) NO SERVING of water in restaurants, unless requested.
8) NO OPERATION of water-cooled comfort air conditioning that does not have water-conservation equipment in operation.
9) ANY ADDITIONAL water use restrictions as deemed necessary.
Any violation of the mandatory restrictions during this emergency declaration will be enforced as a Class 3 Misdemeanor.
The precipitation received to date has prevented the drought from worsening, but has not provided enough recharge to remove the restrictions. If measurable precipitation is not received and conditions deteriorate, water rationing will be the next step to protect the water source and ensure public health and safety.

LOUISA COUNTY WATER AUTHORITY – RESERVOIR AND WELL LEVELS CONTINUE TO DROP – MANDATORY WATER RESTRICTIONS
LOUISA, VIRGINIA – Louisa County Water Authority Board of Directors approved mandatory restrictions at their October 11, 2017 meeting and made a request to the Louisa County Board of Supervisors to declare an Emergency at their October 16, 2017 meeting. SMOKE TESTING NOTICE
Smoke Testing to begin on October 30, 2017 to November 3, 2017
This Notice is to inform you that Louisa County Water Authority will begin smoke testing the sanitary sewers in the Zion Crossroads service area the week of October 30, 2017 thru November 3, 2017. Smoke testing involves dispersing smoke throughout the sewer pipelines in order to locate pipe defects and any connections with storm drainage systems. The smoke is a nontoxic, odorless substance, which is clean and harmless to humans, pets, food, and material goods. It is normal for the smoke to discharge from plumbing vents on your roof. However, if the storm system is connected to the sanitary system and your plumbing is faulty or your drain traps are dry, the smoke may enter your building through your plumbing. Please pour water into all drains in your building or home, including floor drains, prior to the date indicated for the test. If smoke is detected in your home or building during the test, open your doors and leave the building until the smoke has cleared. The smoke will disappear quickly with proper ventilation. The presence of smoke in your home or building should be reported immediately to the Authority Business office by calling 540-967-1122.
Avoid unnecessary exposure to the smoke. The smoke is relatively harmless, but may be irritating to the nasal passages. Any smoke irritation will be temporary and should quickly disappear after exposure has ceased. It is recommended that persons with heart and respiratory ailments leave the building during the test as a precaution. Pets should not be left in your home unattended during the testing unless proper ventilation is provided. Your presence will not be required during the testing process. All public safety authorities have been notified. We would appreciate if you would mention this notice to your neighbors to prevent needless concern.

DEQ has issued a Drought Watch Advisory for the Northern Piedmont and Northern Virginia drought evaluation regions.
In response to existing conditions and to increase public awareness of the potential for a significant drought event, the Virginia Department of Environmental Quality has issued a "drought watch" advisory for the Northern Piedmont and Northern Virginia "drought evaluation regions."
The affected localities and public water suppliers in the Northern Piedmont region include Culpeper, Greene, Louisa, Madison, Orange, Rappahannock, Spotsylvania and Stafford counties, and the city of Fredericksburg.
The Northern Virginia region includes Arlington, Fairfax, Fauquier, Loudoun and Prince William counties, and the cities of Alexandria, Fairfax, Falls Church, Manassas and Manassas Park. In the Northern Virginia region, the drought watch advisory applies to public or private groundwater supplies or private surface water supplies in Fauquier, Prince William and Loudoun counties. Water systems using the Potomac River or Occoquan Reservoir are not affected at this time.
A drought watch advisory is intended to increase awareness of conditions that are likely to precede a significant drought event and to facilitate preparation for a drought. This advisory is being issued because drought watch indicators in the state's Drought Assessment and Response Plan have been met. According to the Virginia Drought Monitoring Task Force, an interagency group representing state and federal agencies, the primary factors contributing to the declaration of the drought watch advisory are:
-- Precipitation deficits since October 1, 2016, are 6 to 12 inches in much of the area.
-- Stream flows are lower than 75 percent to 95 percent of recorded March flows, indicating a moderate to severe hydrologic drought
-- a period of below-average water content in streams, aquifers, lakes and soils.
-- Groundwater levels are lower than 75 percent to 95 percent of previously recorded March levels. New record low water levels for March have been recorded in two long-term observation wells in Fauquier and Orange counties.
-- The abnormally dry conditions experienced during much of November through February produced below-normal groundwater recharge that may negatively affect water availability during the summer months. Localities in the Shenandoah, Middle James, Roanoke and Northern Coastal Plain drought evaluation regions also are advised to remain vigilant. Conditions in those areas are also near drought watch status, and drought conditions could develop into the spring and summer. Localities in these regions include:
-- Augusta, Clarke, Frederick, Page, Rockingham, Shenandoah and Warren counties, and the cities of Harrisonburg, Staunton, Waynesboro and Winchester in the Shenandoah region.
-- Albemarle, Amelia, Amherst, Appomattox, Buckingham, Chesterfield, Cumberland, Fluvanna, Goochland, Hanover, Henrico, Nelson, Powhatan and Prince Edward counties, and the cities of Charlottesville, Colonial Heights, Hopewell, Lynchburg, Petersburg and Richmond in the Middle James region,
-- Bedford, Campbell, Charlotte, Franklin, Halifax, Henry, Mecklenburg, Patrick, Pittsylvania and Roanoke counties, and the cities of Danville, Martinsville, Roanoke and Salem in the Roanoke River region.
-- Caroline, Essex, Gloucester, King and Queen, King George, King William, Lancaster, Mathews, Middlesex, Northumberland, Richmond and Westmoreland counties in the Northern Coastal Plain region.
While public and private water supplies are in good shape at this time, conditions could deteriorate as the spring and summer seasons develop. DEQ is notifying all local governments and planning district commissions in the affected areas, and is requesting that they prepare for the onset of a drought event by developing or reviewing existing water conservation and drought response plans. Virginia is encouraging localities, public and private water suppliers, and self-supplied water users in the affected localities to voluntarily take these steps to help protect current water supplies:
-- Minimize nonessential water use.
-- Review existing or develop new local water conservation and drought contingency plans and take conservation actions consistent with those plans.
-- Include water conservation information on local websites and distribute water conservation information as broadly as possible.
-- Continue monitoring the condition of public waterworks and self-supplied water systems in partnership with the Virginia Department of Health.
-- Impose water use restrictions when consistent with local water supply conditions.
-- Aggressively pursue leak detection and repair programs.
The next stage after a drought watch would be a “drought warning,” which would be issued if conditions warrant. Drought warning responses are required when the onset of a significant drought event is imminent. Water conservation and contingency plans that already are in place or have been prepared during a drought watch stage would begin to be implemented. In accordance with the Commonwealth’s Drought Assessment and Response Plan, water conservation activities at the drought watch stage would generally be voluntary. This does not preclude localities issuing mandatory restrictions if appropriate. Statewide information on the current drought status is available on the DEQ website at www.deq.virginia.gov.

LOUISA COUNTY WATER AUTHORITY – WATER MAIN BREAK RT.22 / DAVIS HIGHWAY
LOUISA, VIRGINIA – Louisa County Water Authority staff is in the process of assessing a water main break on Rt.22 / Davis Highway next to the walking track at the High School. At this time all we know is that customers will experience a disruption in water service. We are actively trying to determine the extent of the water main break and will report our findings as soon as possible.
“The break appears to be significant, we are doing everything possible to determine the extent of the break and will make the repairs as soon as possible,” said General Manager, Pamela Baughman. “We apologize to our customers for the disruption in service.”

On Monday, September 12, 2016, the water service will be shut off to complete a system evaluation on Applewood Drive and Cherrywood Court during the hours of 9:00 am – 12:00 noon. The system evaluation is to determine if a leak is present in the line serving the customers on Applewood Drive and Cherrywood Court. If a leak is found, further disruption in service would be necessary, but we will do everything possible to minimize the disruption to the best of our ability.

LOUISA COUNTY WATER AUTHORITY – LOUISA REGIONAL WASTEWATER TREATMENT PLANT – SEPTAGE RECEIVING STATION
LOUISA, VIRGINIA – Louisa County Water Authority, contract operator of the Louisa Regional Wastewater Treatment Plant, will begin accepting septage in the new septage receiving station on September 1, 2016. The Septage Receiving Station project is a collaboration with the County of Louisa, the Town of Louisa and Louisa County Water Authority. The funding for the project was provided by the County of Louisa, the Town of Louisa provided the property necessary to construct the facility and Louisa County Water Authority oversaw the construction and will be operating the facility.
This project has been many years in the making. The design and engineering phase began in 2012 and the first Capital Improvement Budget Request was made to the County of Louisa in FY2013. Sealed competitive bids were received on June 25, 2015 and the contract was awarded to the low bidder, Littleton and Associates, Inc. from Covington, Virginia.
Prior to September 1, 2016, when septic tanks were pumped and dumped at the Louisa Regional Wastewater Treatment Plant, there was no way to provide any pretreatment. This “slugging in” of these septage deliveries and the high concentration of ammonia found in septic tanks created treatment issues, forcing limited acceptance to three loads per day on Mondays, Wednesdays and Fridays. Permitted septage haulers will be able to pump septic tanks and dump at the new facility on a daily basis, saving them time and money because they will not be taking the loads to Charlottesville, Orange or Spotsylvania. Effective September 1, 2016 there will be a new Septage Receiving System for the Septage Haulers.
1) Louisa Regional WWTP staff must be notified prior to off-loading your truck.
2) Septage Haulers are responsible for the Septic Card(s) issued to them and will be charged $15.00 for a replacement card should it be lost, stolen or damaged and need to be replaced.
3) Septic haulers are responsible for connecting and disconnecting the hose, empting the rock trap, and hosing down the pad site area after each dumping, (Failure to do the above will cause a loss of dumping privileges).
4) Septage Haulers will be responsible for any damage caused to the septic receiving station equipment when blowing off the tank. (Knife valve is rated for 15 psi maximum).
5) Any Septage Hauler cut off due to nonpayment will have a 7 day waiting period. The office will notify the Louisa Regional WWTP staff when payment is made and they will make the necessary changes to allow dumping.
6) Septage will only be accepted Monday through Friday from 7:00 A.M. to 4 P.M. No septage will be accepted during a recognized Louisa County Water Authority holiday or weekend.
7) Louisa Regional WWTP staff will record the total gallons (from the receipt provided at the end of each dumping) on the “Louisa County Regional WWTP Truck Haulers Waste Manifest” and provide the driver with a copy of the manifest and receipt. The manifest ticket must be completed with the full information on the customer. (Name, Address, County of Origin).
Total amount of gallons offloaded will be calculated by the in-line flow meter which is calibrated annually.

LOUISA COUNTY WATER AUTHORITY REPLACES ~650” OF WATER PIPE ALONG RT.22 / DAVIS HIGHWAY
LOUISA, VIRGINIA – Louisa County Water Authority staff repaired three leaks in a 12” water main along Rt.22 / Davis Highway in May 2016. The ductile iron pipe was installed in the early 1980’s and staff felt the waterline would serve our customers toward the Town of Mineral for another 30 – 50 years. In an effort to determine the integrity of the waterline, in early July 2016 Authority staff “pot holed” the line in a dozen different locations. Based on evaluation of the pipe in the dozen pot holes, staff felt the integrity of the pipe in several locations had been significantly compromised.
A plan of action to replace the entire section of waterline was discussed. Staff realized that if the waterline failed, all of the customers from the point of failure to the Town of Mineral limits would be out of water until the pipe was replaced, including the Louisa County High School and Louisa County Middle School.
Permits were acquired, Miss Utility tickets called in, coordination was accomplished with Buckingham Branch Railroad, Virginia Department of Transportation, Columbia Gas, Louisa County Fire & EMS, Louisa County General Service, Louisa County Public Schools, Rappahannock Electric, Goodman Excavating, Richmond Traffic Control, Inc., and Louisa County customers just to name a few.
On July 25, 2016, five members of the Authority staff installed 2,200 feet of temporary 4” waterline around the section of pipe to be repaired. The temperature and relative humidity that day made it feel like 110⁰. The installation of the 4” waterline around the area to be repaired, prevented any customer from being out of water for an extended period of time. Only a few customers had their service disrupted for a short period and all other customers did not have any disruption in service. On August 1, 2016, Goodman Excavating along with Authority staff began the replacement of the failed water main. The replacement took place over a three day period, with the final grading and old pipe removal taking an additional day.
“The important thing to remember is that this section of pipe repair was the result of an emergency repair, followed by significant preventative maintenance effort by the Authority staff to ensure customers’ water service was not interrupted and it was completed prior to the beginning of school on August 10, 2016,” said General Manager, Pamela Baughman. “This was a huge undertaking and the Authority staff members once again provided exemplary service to the Authority customers.”

The Louisa County Water Authority staff and contractors will be working along Rt.22 between Chalklevel Road and Chopping Road for the next two weeks. Traffic control will be onsite, but if at all possible please avoid the area. If you must travel through that area expect some delays.
Only a few customers will be directly affected by the repairs all others should have water, but there is a possibility of less pressure during the repairs.

The $2.95 Operations Fee on your July water bill is an annual water works fee charged by the Virginia Department of Health to assist in the administering of the mandated EPA Drinking Water Programs, among which is the Safe Drinking Water Act. The $2.95 Operations Fee on your next water bill is an annual waterworks fee charged by the Virginia Department of Health to assist in the administration of the mandated Environmental Protection Agency's drinking water programs, among which is the Safe Drinking Water Act. The General Assembly has authorized the Department of Health to charge this fee.
