Job Summary:

This position requires the ability to perform manual skilled work in the care and maintenance of water and wastewater treatment plants, lift stations, meters and all other aspects pertaining to water and wastewater utility systems to include grounds maintenance. Work is usually performed under the direction of a higher classification; however, as the Utility Maintenance Tech I becomes comfortable with the assigned duties, constant supervision may not be necessary. This position requires the ability to work in all types of weather conditions. This position will report directly to their immediate supervisor. This is a non-exempt position.

 

Essential Functions of the Position: 

UNDER DIRECT SUPERVISION, the following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Performs a variety of routine maintenance tasks such as grass mowing, painting, general cleaning, snow and debris removal during inclement weather, etc.
  • Assists with minor repairs and maintenance assignments.
  • Observes operation of mechanical equipment for proper working conditions and notifies supervisor of operation irregularities.
  • Assists in the repair, replacement, and installation of water and wastewater infrastructure and related facilities.
  • Assists other LCWA personnel as requested.
  • Adheres to all safety policies and procedures.
  • Requires the ability to adapt to changes in work hours and job tasks to appropriately respond to emergencies or as needed.
  • Performs related work as required.
  • Develops job skills and increase knowledge through on-the-job training.

 

Training and Education:

  • Minimum of a high school diploma or GED.
  • Knowledge of basic hand tools, common maintenance and manual labor tasks, and how to use associated equipment and tools.

 

Knowledge, Skills, and Abilities:

This position requires the following knowledge, skills, and abilities, or the aptitude to learn or acquire what is listed below. These are not to be construed as exclusive or all-inclusive.

  • Knowledge of general computer skills and high school level English, spelling, and mathematics.
  • Ability to prepare and maintain simple records.
  • Ability to communicate effectively with people beyond giving and receiving instructions.
  • Ability to establish and maintain effective working relationships as necessitated by work assignments.
  • Working knowledge and experience in the safe operation of a variety of hand tools, and various types of light equipment to include tractors, yard mowers, and other grounds maintenance equipment.
  • Ability to perform physical labor for extended periods of time, possibly under arduous conditions.
  • Ability to work independently, follow verbal and written directions, and to perform job requirements in a timely, accurate manner, including following-through on assigned tasks.
  • Broad knowledge of the operation of motors, pumps, and other equipment typically used at a water or wastewater treatment facility.
  • Knowledge of appropriate safety precautions to take whenever handling toxic chemicals.
  • Ability to recognize emergency situations and respond appropriately.
  • Knowledge of proper protocols when responding to emergency situations.
  • Ability to complete OSHA/Safety training as required, follow safety protocols, and always conduct him/herself in a safe manner.
  • Ability to perform multiple tasks simultaneously.

 

Working Conditions and Special Considerations:

The following applies to all Utility Maintenance Technician positions:

  • Environment: Work is typically performed outdoors and in extreme weather conditions (both hot and cold). The employee may be exposed to noise, dust, strong offensive odors, dirt, machinery with moving parts, irritating chemicals, cleaning solutions, solvents, oils, and petroleum products. Broad knowledge of appropriate safety precautions to take whenever handling toxic chemicals is necessary. 

Personal Protective Equipment is available and in certain instances, required.

  • Physical Demands: The work requires intermittent periods of sitting, standing, and walking. Depending on the task being performed, the employee is required to climb stairs and ladders, reach over equipment to make adjustments, turn large valves, climb into confined spaces, lift objects weighing over 100 pounds and use tools requiring a high degree of dexterity. The employee is frequently required to reach with hands and arms and is occasionally required to use the sense of smell. The employee must be able to carry heavy objects (10-100 lbs.) and bend, squat, twist, crawl, and/or climb on a daily basis.
  • Specific vision abilities required by this job include close, distance and peripheral vision; depth perception; and the ability to adjust focus, for operation of machines and equipment, determination accuracy and thoroughness of work, and observation of general surroundings.
  • Schedule: The regular workweek is Monday through Friday, 8 a.m. to 4:30 p.m. However, these positions require a flexible schedule to accommodate the business needs of the Authority and the County, to include weekend and holiday hours if necessary.
  • Extenuating Circumstances: Employees may be required to stay at or return to work during public health incidents and/or emergencies to perform duties specific to this classification or to perform other duties as requested in an assigned response position. This may require working a non-traditional work schedule or working outside normal assigned duties during the incident and/or emergency.

  • Ability to establish and maintain effective positive working relationships with co-workers, supervisors, Authority employees, contractors, consultants, as well as the general public.

  • Ability to maintain confidentiality whenever exposed to comments or conversations related to coworkers, their positions, pay scales or responsibilities.
  • Willingness to participate in workshops, webinars, and other opportunities to further industry knowledge and increase job skills.

 

Special Conditions or Requirements:

  • Must be 18 years of age and possess a valid Virginia Driver’s License.
  • Must be willing to submit to a background check, including criminal history, and a Motor Vehicles check.
  • Must consent to drug testing consistent with Louisa County Water Authority’s Drug Free Workplace Policy.
  • Positions include a twelve (12) month probationary period. During the probationary period, performance reviews will be held at 3 months, 6 months, and 12 months. Once the employee has successfully completed their probationary period, performance reviews will be held annually.
